Install an astronomical time clock to assure needless energy is not wasted after business hours. An astronomical time clock uses a photosensor that automatically synchronizes switch settings with varying daylight that changes during the seasons and does not require resetting each time there is a power failure.

Glare is the visual discomfort caused by excessive brightness. This is called discomfort glare. If task performance is affected it is called disability glare. Glare can be direct glare or indirect (reflected) glare.
Fluorescent light is perfectly safe for your eyes. Sometimes very old fluorescent fixtures or a malfunctioning fixture may cause the fluorescent bulb to produce a noticeable flicker. This is most common in Fluorescent fixtures which do not have elctronic starter ballasts. This flicker may be annoying, but it does not cause harm to your eyes.
